Volleyball Rules Guide:
RULES:
1.
All USAV Badger Region and AVPNext Wisconsin Beach
Volleyball Tournaments will be administrated and officiated under the rules and
guides of:
a.
Official United States Beach
Volleyball Rulebook
b. AVP Rulebook
RULE CLARIFICATIONS:
1.
Open hand contacts in a defensive position:
a. A
ball contact exception shall be allowed during the defensive play of a hard
driven ball (an attach hit or blocked ball traveling at a high-rate of speed)
as judged by the referee. In that case,
the ball may be momentarily lifted or pushed.
2.
Hand Setting:
a. A
set ball must enter and leave the players hands simultaneously, without coming
to a rest.
i.
Rotation of a set ball may indicate a held ball or
multiple contacts, but in itself is not a fault (meaning the ball can spin, but
must remain a clean contact from the setter).
b. If
a ball is set intentionally into an opponent's court, the player must contact
the ball with two hands, above his/her shoulders and set the ball directly
forward or directly backward with relation to his/her body.
c.
A
legal set directed towards a teammate that crosses the net because of elements
or in the case of spectacular play is not a fault, regardless of
the player's body position.
3.
Service faults:
a. The
official will determine a service fault.
b. A
service fault will occur if any area of the player's body creates the court
lines to move or jump.
c. A
service fault will occur if the court lines move or jump as the result of sand
moved by the player's body.
4.
Clarification of a ball entering the court of play from
an adjacent court.
a. Any
second ball entering the live area of a court where a match is in play, meaning
the action of a serve, serve receive, attack, or defensive play, is in process,
will result in a "replay" regardless of the where the second ball comes to
rest.
i.
This also means any ball that crosses a corner of the
court and comes to rest beyond the live area of a court where a match is in
play.
b. The
judgment of the second ball on the court will be reserved for the court
referee. Players are not to stop play or
call the second ball on the court at any time during a live play.
TOURNAMENT MATCH CLARIFICATIONS (all divisions):
1.
Double Elimination Format
a. Events
will be seeded at the discretion of the tournament director.
b. Each
event will utilized the Olympic Crossover process for the determination of
Semi-finals and Finals.
c. All
matches will be played best two of three games.
i.
Games 1 & 2 played to 21 points, no cap.
1. Players
switch sides every 7 points.
ii.
Game 3 played to 15 points, no cap.
1. Players
switch sides every 5 points.
iii.
All matches are rally scoring.
d. NOTE
REGARDING MEN'S OPEN:
i.
Assuming 32 teams, this will be a two-day event with
eight teams scheduled to compete on Sunday.
Those matches are as follows:
1. Main
Draw Semi-Finals
2. Contender's
Draw - 7th Place
3. Contender's
Draw - 5th Place
4. Olympic
Crossover
5. Finals
a. There
will be no match for third & fourth place.
2.
Pool Play Format
a. Team
pool assignments will be at the discretion of the tournament director.
b. Pool
Play Matches will be one game.
i.
Pool of Four Teams:
1. One
game to 30 points, no cap.
a. Players
switch sides every 10 points.
ii.
Pool of Five Teams:
1. One
game to 25 points, no cap.
a. Players
switch sides every 10 points.
iii.
All matches are rally scoring.
c. Playoffs
i.
Provided the number of teams, we will attempt to have a
single elimination playoff feature as many of the teams from pool play as time
permits.
ii.
Determination of this procedure will be related to the
number of teams participating particular division of the event.
3.
Officiating
a. Both
players from each team will be responsible to officiate a match or matches as
determined or requested by the Tournament Director - NO EXCEPTIONS.
i.
One player will be responsible for officiating and must
stand during the match he/she is officiating.
ii.
One player is to score keep and assist with officiating
on the opposite side of the court from his/her partner. This player may stand or sit.
iii.
A whistle will be used for all matches.
iv.
USAV Badger Region will supply two roving officials at
each tournament to assist in officiating, disputes and clarifications.
v.
USAV Badger Region will supply two officials and line
judges for the Olympic Crossover matches and finals in the Men's and Women's
Open divisions.
4.
Check-In/Tardiness/No-Show Policy
a. Check-in
i.
Both players are required to check-in at the
predetermined player check-in time - NO EXCEPTIONS.
b. Tardiness
i.
We will not tolerate any reason for tardiness. If one or both players are not present at
check-in, the tournament director will reserve the right to forfeit your first
match.
c. No-Show
Policy
i.
Any player or team registered for an event and fails to
show, will result is a penalty of forfeiture of their current tournament entry
fee plus a double entry fee charge for the next tournament entry.
5.
Registration:
a. All
players, all divisions are to register at www.badgervolleyball.org.
b. All
players must be an active member of USAV and AVP or AVPNext to compete.
c. Once
your team has registered for an event, there will be no refund of the
registration regardless of competition, no-show or inclement weather.
6.
Inclement Weather:
a. We
will not cancel or delay the start of an event due to weather at the tournament
site.
b. We
will reserve the right to suspend play based on inclement weather at the
tournament site.
c. Our
events are advertised as two-day events, we will use both Saturday and Sunday,
if necessary, to complete the event.
PRIZE MONEY/IRS FORMS/CODE OF CONDUCT CLARIFICATIONS:
1.
USAV Badger Region will pay any team finishing in the
cash prize positions with two checks, one for each player, from the team
finishing in the any one of the cash prize positions.
a. Player
prize money will be distributed at the conclusion of each event.
i.
If you wish to leave prior to receiving your prize
money, you will need to fill out a mailing form with the Tournament Director
for the distribution of prize money the following week.
2.
All players receiving prize money will receive IRS Form
1099 for the full amount of prize money earning paid during the calendar year.
3.
All participants will be required to sign a USAV Badger
Region Code of Conduct, Waiver of Liability and IRS form W-9 for reported
miscellaneous income earnings.
4.
All players are asked to attend the player tournament
party, the Saturday evening of each event.
a. Players
will receive information and wristband for admittance to the party and
regarding any specials or other party information.
b. Requested
players will be required to be available for sponsor, media or special request
considerations at the consideration of the tournament director.
